Representatives of the 27 member states agreed to expand the list of persons and organizations whose assets held in the EU must be frozen. In addition, companies that contribute to Russia's military and technological strengthening or to the development of its defense and security sector are to be sanctioned. The EU would then no longer be allowed to sell goods and technologies with military applications to them.
