The initial part of the movie shows aerial views of different facilities including warehouses, coal storage facilities, cargo loading areas and dry docks and locks (whose operation is described at 2:45). A card at :36 explains that the model was to be used to familiarize bomber crews with what port facilities look like from the air. At 3:00 the film shows locks and explains how they operate.
