The construction works of the Mausoleum began in April 1940 with the excavation of the land and ended on 20 July 1941. The direction of the works was entrusted to the Azienda Autonoma Statale Strade di Bologna (the current ANAS) and the director of the works was 'ing. Aldo Mattei. Il Resto del Carlino of 7 September 1941 describes the recently completed work thus: “The Mausoleum opens on the right of the Porrettana road, for those coming from Bologna; a vast rectangular clearing, in the center of which two tall flag pylons stand, leads to a short flat lawn, in the center of which pass some steps with granite cords and paving stones from the Brenta and the Reno. This is like a platform petrous which leads up to seven steps, after which the actual monument opens with its mass. The central part of the mausoleum, meters wide and 6 meters high, is set against the hill dominated by Villa Grifone which, above, becomes a symbolic completion of the whole.
