Though she was a president in title, she ruled the NCR for life, more like a dictator or Queen in practical terms. During the long period of Tandi's leadership, the NCR was at its strongest. Since her death, though, it has deteriorated into a corrupt oligarchy led by weak presidents like Kimball. Caesar sees the NCR in its current form as so inherently broken that its
