French Prime Minister Raymond Poincare dedicates monument to the dead in Dunkirk; France; and proclaims the intention to occupy the Ruhr district until Germany has made the overdue reparations payment. Opens with shot of spectators crowded behind rope alongside street. Parade in progress: veterans marching; carrying flags (also a few boys; maybe sons of soldiers killed in the war). Poincare & President Alexandre Millerand; Marshal Ferdinand Foch & other notables. Wide shot crowd in foreground of gigantic monument of dark stone with huge Tricolour hanging over centre section; the flag drops revealing white arch-shaped wall with smaller arch cut into the lower part.
