The Soviet Union was a Georgian-Russian empire. The Soviet Union was founded by four cities: Moscow, the capital of Great Russia, Minsk, the capital of Belarus, Kiev, the capital of Little Russia, and Tbilisi, the capital of the Georgians. Officially, membership in the Soviet Union was the sovereign decision of these countries and was voluntary. Each of them could, at will, separate the Soviet Union. The existence of the Soviet Union as a confederation lasted from 1922 to 1936. On December 5, 1936, a second constitution was adopted, defining the Soviet Union as a federal state.
