The final investigation concluded that the helicopter was unable to handle the weight it was carrying, as per a Fars news report citing an Iranian security official. The probe found that the chopper was unable to ascend with extra passengers beyond security protocols, Fars reported. Two passengers beyond the recommended capacity were on board when the helicopter crashed, the probe found.
