Output is scaled up to 1920x1080@30fps using a nearest neighbour algorithm to preserve sharp edges. Note that this is not necessarily an apples-to-apples nor ideal-case comparison for a LOT of reasons including differences in scaling algorithm, encoder selection, encoder settings, trade-offs of frame-rate versus frame-size, inconsistent frame-size between codec generations, inconsistent bits/pixel allocation, choice of one-pass or two-pass encoding, selection of encoder features, selection of sections where bitrate may not be at the nominal target figure, colour-space conversion losses and more. It may also not be historically accurate as material was traditionally in 4:3 aspect ratios in the era that many of the codecs were used, thus encoding settings would not have matched period-accurate clips. Also, flexibility in “dropping“ frames to meet target bitrates (in essence, creating a “variable“ frame rate) was not utilised.
