Vladimir Putin just visited Mongolia and it‘s a big deal. In theory, Mongolia would have had to arrest Putin as it is a state party to the International Criminal Court (ICC) which issued an arrest warrant for him last year. But that didn‘t happen. I‘m discussing this today with Tumurjin Ganbaatar, a Mongolian medical doctor in Japan who keeps a close eye on his home country and helps us make sense of the reasons for Mongolia‘s „defiance“ of western rule by law.
