Unfortunately I can’t find any biographical information on this composer. There seems to be a person with this name that was a painter. Since this piece is very much amateur in style (but beautiful), it might have been this person. Apparently Randall was a british composer (painter) who lived at the end of the 19th century, into 20th century. This piece is pretty easy to play and therefore quite effective. The score is on imslp.
