The aim of the institute is to preserve the language and culture of Tibet. The chairman of the institute is the 14th Dalai Lama. The institute is named after the summer residence of the Dalai Lamas, Norbulingka, in Lhasa, Tibet, and the main building of the institute resembles the architecture of the palace in Lhasa. In 1754, the 7th Dalai Lama founded the Norbulingka complex during a time of political instability in Tibet, establishing institutes for the arts and sciences to ensure their continued development. Norbulingka Institute Temple (Deden Tsuglakhang) On the campus of Norbulingka Institute is the two-storey Seat of Happiness Temple (Deden Tsuglakhang), built in 1985 amid Japanese-style gardens. It is famous for its 1,173 wall paintings of Buddha images, frescoes of all the Dalai Lamas, and chronicles of the life of the 14th Dalai Lama. In the main hall of the temple is a four-metre-tall gilded copper statue of Shakyamuni Buddha, made by the institute's sculptor Pemba Dorje. Around the temple are workshops of artisans and apprentices creating various items that can be purchased in the Norbulingka Institute's gift shop or exhibition hall. Proceeds from sales are distributed to benefit Tibetan refugees. The Losel Doll Museum contains a diorama depicting scenes from Tibetan life using small dolls in traditional costumes. Not far from the institute is the Dolma Ling Buddhist monastery and the Gyuto monastery, the temporary residence of the 17th Karmapa Urgyen Trinley Dorje.
