Titles read: “Neatest of the Neat by Fred Sylvester and His Midgets.“ London (probably Pathe studio). Several shots of the balancing / tumbling act of Fred Sylvester and His Midgets. Fred is dressed as an American policeman; three midgets are dressed as schoolboys (presumably this is an American act). To a fast piece of classical music (?) the three 'boys' make mischief and the cop swings them around, into impossible balances and pretend scuffles - it is actually very precisely choreographed and quite a clever acrobatic routine.
