Eurasian Integration in the Field of Technical Regulation: from Strategy 2025 to Declaration 2030

Currently an extensive pool of representatives of government bodies, business and expert communities are actively working on the development of the Eurasian Economic Union legislation, improving the mechanism for updating the established mandatory safety requirements to products and processes of their manufacture, aimed to ensure that the technical regulation system meets the current level of technical progress. A deep modernization of the EAEU technical regulation system was launched as part of key objectives set within the implementation of Strategic Directions for Developing Eurasian Economic Integration until 2025. It will continue in accordance with the ““The Eurasian Economic Path““ – Declaration on further development of economic processes within the EAEU until 2030 and for the period until 2045. For the purpose of technical regulation development, the draft Declaration stipulates the key areas for bringing to the modern level both the processes of updating the requirements of technical regulations and related standards, and product assessment procedures aimed to improve the protection of the Union market and bona fide manufacturers. The issues of improving e-commerce goods safety and the international activities to eliminate the technical barriers in trade are also important as technical regulation tools are the factor which facilitates creating favourable conditions to eliminate these barriers. The most ambitious project ‘Digital Technical Regulation Within the EAEU’ plays a prominent role in the digital transformation of technical regulation. Its main idea is to provide all interested parties with comprehensive information on mandatory requirements to products. Following its implementation, opportunities for deepening the digital transformation of technical regulation will be considered. Matters for discussion: novelties of the Union's technical legislation; development of the mechanism of formation and actualization of the EAEU mandatory requirements to products; standardization in the EAEU as the main tool for implementing the EAEU technical regulations; digital ecosystem for product safety: role and place in the Union's digital agenda, platform solutions and technologies, prospects for economies; the safety of e-commerce goods; the implementation outcomes of the areas stipulated by the Strategy-2025, and further development within the framework of the Declaration on further development of economic processes within the EAEU until 2030 and for the period until 2045; eliminating the technical barriers to trade with third countries.
