In practice, this means that the first government team can run any case they wish, though it must be debateable: that is, it must be defined in such a way as to give the opposition a roughly equal chance of winning the debate. For instance, opposition must not be forced to defend racism or attack old-age pensions. Government must also completely explain the context of the debate in the first speech. Government cannot introduce important facts that the opposition would not be expected to know in any later speech or in the final minute of the prime minister’s speech.
