After weeks of promoting his victory plan, Vladimir Zelensky presented it to the Ukrainian parliament this week, only to receive a lukewarm response from the West. German Chancellor Olaf Scholz stated that Berlin would not provide Kyiv with long-range missiles or support its swift NATO accession. RT's Chay Bowes reports.
