Using a synthesised claw with “Adds # to # Cold Damage to Attacks with this Weapon per 10 Dexterity“ mod. I manage to get 1883 dex at level 95. Venom Gyre Version: Build Cost - High Budget: 50-100 div Brutal Restraint: Look for 5% increased Dexterity mod. Also these mods are good for build: - 20 to Dexterity - 20% increased Projectile Damage - 25% increased Critical Strike Chance - 20% increased Elemental Damage - 25% chance to gain Alchemist's Genius when you use a Flask Exposure: Level 5 Awakened Cold Penetration (Supported Skills have (0–10)% chance to inflict Cold Exposure on Hit) - Use frost bomb until you get the awakened gem.
