Since 7 October, 2023, no less than 25k civilians have been killed in Israel and Gaza. Around 10k have been killed in Ukraine since 24 February, 2022. It should be evident that Russia has not targeted civilians. As most casualties occurred in Mariupol, that is where civilian casualties need to be examined. It is in Mariupol where Ukraine relentlessly bombed civilian targets as Russia attempted to evacuate them, Ukrainian soldiers—specifically Azov—used civilains as human shields.
