General Staff of the People’s Liberation Movement of the Union of Soviet of the Socialist Republics (hereinafter referred to as the NOD of the USSR) as an official and legal The Government of the Union of Soviet Socialist Republics informs you of that: In order to preserve Our Motherland, the Union of Soviet Socialist Republics, On December 28-30, 1991, the First Congress of Citizens was held in the capital of the USSR USSR on the basis of the current Constitution of the USSR of 1977 and the National Rights, which was attended in full force by 386 People’s Deputies Supreme Soviet of the USSR, 264 People’s Deputies of the Union Republics of the USSR, 149 deputies of regional, district and city formations, 57 deputies settlement and village councils, 7 people’s deputies from the power structures of the KGB and the Ministry of Internal Affairs USSR, at which, by unanimous decision of all 874 delegates present, the Congress elected the Military People’s Council of the USSR (hereinafter referred to as the VNS of the USSR) as authorized successor to the legislative, executive, judicial and financial powers of the throughout the territory of the Soviet Union and transferred the rights of the Supreme National Assembly of the USSR to the operational management of the financial and foreign exchange reserves of the USSR on the territory of the USSR and on territory of the entire world space, and also determined to all bodies state administration, power structures of the KGB, the Ministry of Internal Affairs, the Armed Forces USSR, law enforcement agencies, prosecutors, justice, courts, financial structures to be transferred to the operational subordination of the Military People’s Council of the USSR. The Congress of Citizens of the USSR held by official notice No. 1/2 dated 30 December 1991 Notified the United Nations and others International organizations about held and approved by the Congress of Citizens of the USSR legal decisions. In January 1992, the Supreme People’s Council of the USSR notified the UN and other international organization about its establishment and received notification letters of recognition from UN 08 May 1992. The Supreme People’s Council of the USSR, having the Mandate of Trust of the First Congress of Citizens of the USSR (issued on December 30, 1991 under No. 1/1) as the Supreme Body of the Legislative, Executive, Judicial and Financial Power of the USSR, confirming the powers of the coordinator of the activities of all people’s patriotic organizations and movements in order to restore the Soviet Authorities throughout the USSR, decided to create People’s Liberation Movement of the Union of Soviet Socialist Republics (NOD USSR) (Resolution No. GP-USSR-78 of April 08, 2018) for return People’s Liberation Movement of the Union of Soviet Socialist Republics the status of the Sovereign of the USSR in the international legal field, the restoration of the state system in accordance with the Constitution of 1977, the restoration of the status of a citizen of the USSR, the preservation of the territorial integrity of the state within the borders following the results of the Victory in the Great Patriotic War of 1941-1945, the return of the people’s wealth and the improvement of the welfare of our Great Soviet People . Authorized State Organizations and public associations included in the USSR NOD also formed the main bodies of state administration of the USSR, taking into account today’s realities, such as the State Bank of the USSR, the State Security Committee of the USSR, the State Service SOYUZ-ANTITERROR, the Ministry of Internal Affairs of the USSR and other government ministries and departments. On July 4, 2018, the USSR NOD was registered, accredited and recognized by the General Secretariat and 25 main Committees, Organizations and Commissariats of the United Nations in the status of the Local Government of the Union of Soviet Socialist Republics, as a result of which the USSR NOD was assigned a number for identification in the international UN database (UN ID No. 557303). In accordance with international law, notification notes were sent to the UN General Assembly, the UN Security Council. Interaction has been established with the Committees of the UN General Assembly on decolonization issues.
