You see, each country that has access to seas or oceans has it's exclusive rights to up to 200 nautical miles. This way the EEZ of the country is formed. In case of Russia this caused a strange situation in the Sea of Okhotsk because although the sea is almost fully surrounded by Russia's land there was an area right in the middle of the sea that was more than 200 nautical miles from any Russian sore, so technically this area called the Peanut Hole was considered international waters inside the Russian EEZ.
