ESO Stamina Necromancer PvP Build - Plague - Scalebreaker

After a lot of trial and error on my stamina necromancer in ESO since Scalebreaker’s release, I’ve finally come up with a PvP build that is not only fun to play, but is effective in the current PvP climate.
