The primary objective was to capture the Soviet port city of Murmansk on the Kola Peninsula by attacking from Finnish and Norwegian territory. Successful repulsion of the attack enabled the Soviet Union to land urgently needed war materiel from the United States and Great Britain in the port of Murmansk through the North Sea convoys for the remainder of the war.
