For more than a decade, he has murdered his rivals, tortured his critics and terrorized the country’s population with a heavily armed militia he calls the ‘Kadyrovtsy’. More recently, he has waged a brutal genocide on LGBTQ people living in Chechen Republic in Southern Russia.
