The downpour followed Tropical Storm Debbie and a low-pressure system that formed over the Great Lakes. The city received 157 millimeters of rain, surpassing the previous daily record set in November 1996. Nearly 35 municipalities across Quebec were affected by the rains, with a total of 1,500 homes isolated. Quebec's Public Security Minister reported that 344 people were evacuated from their homes, and almost 100 roads were damaged.
