Quite fairly and pretty with gradable (good cold expensive quickly) adjective or adverb means a lot more than average. Quite when used with an extreme (excellent freezing exorbitant enormous) adjective or adverb means extremely. Quite good versus quite excellent. We do not normally use fairly and pretty with extremes.
