Russia Declares Emergency as Ukraine Launches Large-Scale Incursion | Firstpost America Russia has declared a state of emergency in the Kursk region in the southwest of the country after a rare cross-border attack by Ukrainian troops. Alexei Smirnov, the acting regional governor, said the move was necessary “to eliminate the consequences of enemy forces coming into the region“. Meanwhile, Russian President Vladimir Putin said, “The Kyiv regime has undertaken another large-scale provocation.“ He added, “It is firing indiscriminately from various types of weapons, including rockets, at civilian buildings, residential houses, and ambulances.“ The Russian army has claimed to have killed at least 100 Ukrainian soldiers during the fighting. Meanwhile, Ukrainian forces have killed at least five civilians in Kursk and wounded more than 30.
