Full title reads: “Barnes ... London's latest Borough. Lord Ashcombe - Lord-Lieut. of Surrey - hands over His Majesty's Charter of Incorporation amidst great rejoicings.“ Barnes, Greater London. Lord Ashcombe, Lord-Lieutentant of Surrey, hands over the Charter of Incorporation of the Borough of Barnes to borough dignitaries. The Mayor says thank you and there is a round of applause. Parade along crowd lined streets of Barnes. Troops and a military band march along the road. People in various forms of fancy dress follow in the parade. Some are dressed as Vikings, some a medieval people, one even looks like Henry VIII. A float follows carrying a man dressed as King Charles I, after him come a group of men carrying oars and dressed as old fashioned sailors.
