Speaking at the Berlin Global Dialogue, the French president said the EU is over-regulating and under-investing, falling behind in economic output and investment. He urged the bloc to finalise its banking union and push for fair global trade rules. He added that the EU must act quickly, or risk being “out of the market“ within a few years.
