Japan's prime minister, Shinzō Abe, says plans for the 2020 Olympics stadium will be scrapped and a new plan will be developed from scratch. The stadium, designed by Iraqi-British architect Zaha Hadid, drew criticism after the estimated building costs rose to 252bn yen [£] last year
