On August 27, at 8:55 p.m., Luis Lopez was operating an electrical scooter northbound Fickett Street from Boulder Street when he lost his balance, fell onto the street, and was knock unconscious. A white Ford Econoline van, travelling northbound on Fickett Avenue, ran over the scooter rider, and dragged him approximately 25-feet before being dislodged. The driver of the van fled the scene without stopping to render aid and identify him or herself. The Los Angeles Fire Department Paramedics responded to the scene, transported Luis Lopez to a local hospital, and was admitted into the Intensive Care Unit with severe injuries. He is stable condition and expected to recover. On April 15, 2015, the City Council amended the Los Angeles Administrative Code and created a Hit-and-Run Reward Program Trust Fund. A reward of up to $25,000 is available to community members that provide information leading to the offender’s identification, apprehension, and conviction or resolution through a civil compromise.
