TES3 Morrowind Mod: Better Waterfalls

New effects and textures for TES3 Morrowind waterfalls. Download: I have a nostalgic appreciation for the vanilla waterfalls, but I felt that they could be improved. There are still a few glitches since the game doesn't handle overlapping objects with alpha blending very well, but overall, I think the new waterfalls look good enough for release.
