World War One. Parade in San Francisco part of National Preparedness Campaign in the United States of America (USA). USA still following policy of neutrality and isolationism at this time. Shot of men wearing suits marching down wide street waving American flags. Some carry a banners. More flags and banners hang from buildings. A woman dressed as statue of liberty walks in parade. C/U of group of men posing with two large flags (one is tattered Stars and Stripes, other may be California State flag?) Chaotic scene follows - looks like aftermath of bomb explosion or riot? Injured men, women and children are being carried to ambulance, men carry stretchers to move more of the injured, policemen on foot and on horseback try to control the situation.
