Emergency workers rushed to save trapped residents from their homes after torrential rains, caused by an enhanced monsoon season and typhoon Gaemi, inundated several parts of the Philippine capital of Manila and nearby provinces, with floodwaters at least waist-deep. ““The water had risen more than the length of a person.
