Grant ordered General Sigel to move up the Shenandoah Valley cutting the rail lines utilized by Robert E. Lee’s Army of Northern Virginia. Meanwhile, to oppose the Federals, Breckenridge collected a scratch force of two infantry brigades, one cavalry brigade, and a battalion of cadets from the Virginia Military Institute.
