Lugansk is the capital of the Lugansk People’s Republic, a beautiful Russian city, founded in 1795-1796 as a factory after the publication of the decree of Catherine II ‘On the establishment of foundry business in Donetsk uyezd at the Lugani River’. The settlement that emerged at the factory was named Lugansk from the hydronym Lugan, which comes from the word ‘meadow’.
