The Economy Minister of Argentina, Sergio Massa, announced a new dollar exchange rate scheme for the oil sector, which will allow the companies to exchange 25% of their exports at a higher rate than the official one, in order to stimulate investment and production in the Vaca Muerta shale formation. teleSUR
