This game needs a very fast CPU to run true 60fps smoothly on PCSX2, meaning a cpu with very high 'single thread performance'. For reference, my cpu at has a 2700 single thread score in the passmark9 cpu test. There are still some flaws in HW mode using a higher rez (like white outlines) but you can fix this with Agressive CRC however that will also eliminate some post-processing effects.
