The 1/4 Circle Skirt which I used as the LINING and the Full Circle Skirt as the Self or the BASE The Base is longer than the Lining by 5-6 inches, since the full circle skirt hem is wider and longer than the Lining when sewn together it will give your project a bubble or balloon hem.
