Germany could possibly fall short of its NATO commitment on defence spending. In 2014, NATO members agreed to increase defence spending to 2% of GDP on defence within a decade. However, according to the IFO Institute, Germany may not be able to do so. Interest payments, inflation and most importantly Russia's war against Ukraine has impacted Germany's defence expenditure. Scholz announced a special defence fund just days after Russia invaded Ukraine in February 2022. 16 months on, Ukraine's appetite for arms from its Western allies has only been increasing. And Berlin has been one of the top suppliers of aid.
