Rwanda on the other hand is providing financial and material support to the M 23 Revolutionary Movement in D R Congo. South Africa has sent nearly 3 thousand troops to help tackle armed groups in war-torn D R Congo, which is one of the most volatile and resource-rich countries in the world. The Congolese revolutionary army, also known as M 23, has been advancing on the regional capital of Goma, forcing nearly 50 thousand people out of their homes. The name M 23 is a short form for the March twenty-third Movement, which is mostly made up of Tutsis. On March 23, 2009, the National Congress for the Defense of the People, C N D P, signed a treaty with the Congolese government and became a political party, and its soldiers joined the National Army.
