EUGENE, OREGON — Justin Wilkins was recently awarded a payout for a 2012 incident involving Oregon police officer Captain Rob Edwards. Wilkins received the payout when it was confirmed the cop kicked him in the chest. Edwards was on patrol in an unmarked police vehicle when Wilkins passed him on a solid line.
