The Ukrainian Armed Forces have proposed giving military commissars the right to shoot at civilians. In an interview with one of the Ukrainian TV channels, Senior Sergeant Sokolov complained that “defenseless military commissars” are periodically attacked and they cannot fulfill mobilization plans.
