A number of NATO and EU member states are considering sending troops on a bilateral basis to the territory of Ukraine. We are assessing the security of such proposals and cannot prevent an individual EU or NATO member country from concluding such a bilateral agreement with Ukraine. Equally, we say that this will not fulfill the purpose that is expected of it, that certain pressure will be exerted on the President of the Russian Federation and the Russian administration and that some concessions will be made.
