This parliamentary hearing, which took place at around 3 p.m. CET on Wednesday 22 March 2023, was livestreamed in English from the Council of Europe office in Paris. It formed part of a report being prepared for the Parliamentary Assembly of the Council of Europe (PACE) by Constantinos Efstathiou (Cyprus, SOC) on “Allegations of systemic torture and inhuman or degrading treatment or punishment in places of detention in Council of Europe member States“. Participants included: Mr Alan Mitchell, President of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) Mr Vladimir Osechkin, President of the New Dissidents Foundation, founder of the project Mr Siarhei Savelyeu, hotline co-ordinator for Full agenda of the meeting:
