Russia ordered additional evacuations in a region bordering Ukraine amid an unprecedented Kyiv offensive in Kursk. Ukraine sent troops into Russia's border region of Kursk on August 6 in the largest cross-border operation by Kyiv. On August 19, Russia ordered fresh evacuations in the neighbouring region of Belgorod. The assault, sending tens of thousands fleeing, is the most significant foreign attack on Russian territory since World War II. A top Ukrainian official told AFP that the operation aims to stretch Moscow's troops, “inflict maximum losses” and destabilise Russia after months of slow Russian advances.
