Ukraine has accused Russia of shelling the area, which sits in a “grey zone” along the frontline, and causing the burst. Russia has accused Ukrainian sabotage groups of blowing up the pipeline. The pipeline has been inactive since the outbreak of the invasion in February 2022. In recent weeks, the pipeline has become a major point of contention in extending the #BlackSea grain deal. Russia wants to restart ammonia exports, which under the grain deal would not subject to western sanctions due to its use in fertilizers. Russia has threatened to limit the number of ships entering Odessa if the pipeline is not restarted. Ukraine has opposed restarting the pipeline, unless Russia agrees to expand to grain deal to include more Ukrainian ports and commodities
