The huge amount of snow covering much of the southern part of the country has been described as “unusual“ and more snow is expected during the week State meteorologists warned of heavy snowfall accompanied by high winds, and as expected, storms began to develop on New Year's Eve. Transportation of all kinds was shut down by New Year's Eve, and thousands of residents in southwestern Agder County were left without power. Authorities in the southern towns of Kristiansand and Arendal set up crisis management teams to deal with the flooding, as did the small coastal settlement of Risør after nearly 70 centimeters of rain fell by Monday afternoon. Local authorities also opened city garages for free so that motorists who managed to dig out their cars parked on city streets could move them out of the way and make it easier for snowplows to clear streets and sidewalks. Meanwhile, traffic problems increased throughout the day, especially after the main E18 highway had to be closed near Grimstad on the south coast. Several vehicles were stranded due to the ongoing snowfall. State meteorologists have warned that up to 40 centimeters of snow could fall by Thursday, on top of the 70 or so already on the ground
