This is a quick compression test of a rebuildable core. Rotary engines are a lot like two strokes. They will not start below 75 psi compression, this one seemingly has normal 100 plus psi. compression with no liquid in the chambers. This particular engine is rated at 137 hp. and roughly 100ft lbs. torque. Pretty amazing power output for such a small package.
