Blade & Soul 2 is going to release in Japan and Taiwan next week (August 23rd) and the character pre-creation just started today. You can download the global Purple (PC) version, then select Japan or Taiwan region, and will see the game ready to download. I recommend the Japan server since Taiwan requires mobile SMS verification while Japan does not. The client also supports the English language.
