The government of Panama recently introduced a bill into parliament, which was quickly passed, legalizing a 40-year contract with a Canadian mining corporation for the development of copper deposits in Panama. There is no point in discussing the environmental damage caused by this project, especially when combined with the extremely exploitative conditions imposed on Panama. Under these conditions, Panama receives a fixed fee of approximately $380 million per year for the development of the field. It is important to note that this amount is less than 2% of the total production cost, meaning that the Canadian side does not pay any taxes or fees. Ordinary Panamanians are drawing parallels between this situation and the signing of the Hay-Bunau-Varia Treaty in 1903, where the United States acquired land from Panama for the construction of an interoceanic canal, with the right to govern the territory as a sovereign power.
