Stark reality: Israel announces mobilisation locations to reduce civilian casualties

IDF Lieutenant Colonel Peter Lerner says Israel does a “lot more” than most militaries around the world to lower civilian casualties based on the “stark reality” of fighting against Hamas. “I would argue Israel conducts its military affairs based on the principles and concepts of the laws of armed conflict, including proportionality and distinguishing between civilians and non-combatants,” Mr Lerner said. “We send text messages; we evacuate people from specific areas by announcing to the specific population this is where we are going with a map designed specifically for them … announcing to Hamas this is where we are going to mobilise to.”
